With the increasing availability of weapons of mass destruction, the potential for terrorism and asymmetric warfare and the harm done to the global economy by insecurity, it is more essential than ever that we avoid conflict. We need to actively monitor, foresee, detect and resolve conflicts as soon as we can. Avoiding unnecessary conflict is infinitely more desirable and cheaper than fighting a war or suffering catastrophic attack.
