Children’s lives are blighted by abuse, insecurity, bullying and gangs. Serious or persistent indiscipline in the school or disruption of education is totally unacceptable and must be dealt with effectively, quickly and with termination. Authorities which fail in their duty to protect children from such negative behaviours must be held to account.
