18.16 The rights of victims and the public supersede those of a criminal

Where a criminal who has received the punishment and attempted rehabilitation still poses a New Magna Carta Mediumsignificant risk to others, proper measures must be taken to limit that risk. The rights of a criminal never come before the right to security of a victim or of the general public.
