8.3 Citizenship is earned on probation, not given lightly

Citizenship of a nation is very precious. Those of us who are born into a successful nation are New Magna Carta Mediumfortunate and should be both grateful and proud of that privilege. It is not something to be given to others lightly, absentmindedly or out of naive sentiment. For newcomers, citizenship should be earned through a probationary period, when they would be required to establish a track record of good behaviour, demonstrate primary loyalty to their new nation and take on its identity and values. That should take place over a 5 to 10 year period. Until they have earned citizenship, a person should be considered a guest, a traveller, a tourist or a visiting worker for visa purposes, in other words someone passing through.
