8.5 Manage migration to protect the rights, freedom, security and prosperity of the existing population

Nevertheless, on balance, it is the responsibility of a nation’s government to ensure that the volume, speed and nature of immigration is of benefit to the existing members of the population. Immigration cannot be permitted to harm the rights, freedom, security or prosperity of the existing population of a country. Leaders or elites who transgress that principle forfeit their right to rule.
